WHY EVIDENCE, ACCOUNTABILITY, AND INCLUSION MATTER FOR GENDER-RESPONSIVE CLIMATE ACTION

On 13 June 2026, GCAN  Research Fellow, Elizabeth Bryan virtually presented on 'Evidence, gaps, importance of accountability & inclusion' at a side event on “Implementing the Belém GAP in Agri-Food Systems: Evidence for Gender-Responsive Climate Action” at 64th sessions of the UNFCCC Subsidiary Bodies in Bonn, Germany.

The presentation explored how climate change and overlapping crises disproportionately affect women and other vulnerable groups, while emphasizing women’s role as agents of climate action. The presentation emphasized that while substantial evidence exists on gendered climate vulnerabilities and promising approaches, important gaps remain, including financing, monitoring, accountability, data and implementation at the local level. The Belém Gender Action Plan responds directly to these gaps through four commitments: better evidence (data, monitoring, and accountability), better implementation (turning policies into funded programs with real outcomes), better inclusion (elevating women's leadership and diverse, local voices), and better investment (gender-responsive climate finance).

The presentation concluded that success should be judged not by commitments on paper, but by tangible changes in policies, investments, institutions and outcomes on the ground.
